1. SUBJECT OF THE COMPETITION
The municipality of San Giuliano di Puglia (CB), with the patronage of the Order of the Architects PPC of Campobasso and of the National Council of Architects PPC, announces a design competition at European level for the realisation of the "Memory Park" (Parco della Memoria) dedicated to the victims of the tragic earthquake that stroke the Molise Region on the 31 October 2002 (a teacher and 27 children lost their life in the collapse of the primary school Francesco Iovine and two women died in their house). The site interested by the competition is located in the centre of the village which is today under reconstruction, it measures about 5.000sqm and includes some of the rests of the school which will be integrated in the project.
The design of the Park shall succeed in expressing, with great sobriety and simplicity, something of spiritual and unexpected that helps to understand the vulnerability and the suffering but that, at the same time, is able to transmit a universal message of hope. The aim is to contribute to improve the quality of life and the social relations of the citizens of San Giuliano, realising at the same time the main place of aggregation of the community and the spaces dedicated to meditation and prayer. A work of art, also marked with extreme sobriety and simplicity will commemorate the victims of the earthquake.
The realisation of the Memory Park is foreseen in the General Program of the infrastructural works of the Reconstruction Plan of the Municipality of San Giuliano di Puglia and is financed with the funds relating to the year 2007. The overall amount of the works must not overcome 1 million Euro.

2.3 KIND OF COMPETITION
Architectural design competition in unique phase. The participation is open to architects and civil and environmental engineers of the European Union, of Switzerland and Norway, duly registered in the Registers of the respective professional orders or, in any case, registered in the related professional registers in the countries they belong to and for this reason authorised to the exercise of the profession and to the participation to the architectural design competitions at the date of the registration to the competition. They can participate singularly or together, also in groups, associations or societies, indicating previously the architect or the civil and environmental engineer who is group leader and legal representative. In case a group participates, anyhow composed, it shall include a young designer registered in the architects' or engineers' board since no more than 5 years. The official language of the competition is Italian.
2.4 REGISTRATION
Registration to the competition shall occur within and not after the 30th November 2006 filling the form which can be downloaded in the internet site of the competition and must be sent, by registered letter of the state mail service or by authorised parcel service, to the address of the competition secretariat. The request for registration shall be accompanied by the payment receipt of 100 Euro as reimbursement for the expenses for the photographic documents and the cartography.
In case of the participation of a group, the request of registration shall be presented by the group leader and legal representative, indicating the complete list of the components of the design group.
The payment shall be made by postal deposit slip c/c n°12984860 or money transfer to the Banca di Credito Cooperativo, Colletorto agency, CC n°500, ABI 8414, CAB 41180. The payment must be made out to the Comune di San Giuliano di Puglia - Servizio Tesoreria - specifying the description: Concorso di progettazione per la realizzazione del "Parco della Memoria".
2.5 CONDITION OF EXCLUSION
The participation to the competition is not allowed to:
A - The components of the jury, their husband or wife, their relatives or relatives-in-law up to the third degree included;
B - The administrators, counsellors and employees of the Bidding Authority, also with a time contract, and the consultants of the same Authority with a permanent contract;
C - The employers or those having any kind of working relation or permanent and/or well-known collaboration with the jury members;
D - Those working as employees of Entities, Institutions or Public Administrations, unless they have a special allowance or are anyway legitimated by laws, regulations or trade-union contracts;
E - Those having participated, in any capacity, to the organisation of the competition, to the drawing up of the competition notice and to the definition of the documents attached.
3. DEVELOPMENT OF THE COMPETITION
3.1 DOCUMENTS PROVIDED BY THE BIDDING AUTHORITY
At the moment of the publication of the competition notice, the integral documentation of the competition will be at disposal and downloadable freely online. The Bidding Authority will provide the participants that will make a request with the Cd-Rom containing the same materials:

3.2 CLARIFYING QUESTIONS ON THE COMPETITION NOTICE AND ON THE DOCUMENTS
Eventual request for information of technical character shall arrive via email to the secretariat of competition (sangiuliano@parcodellamemoria.it) within and not after the 15th November 2006. Within the following 5 day the Bidding Authority will publish on the Web Site of the competition a summary of the questions arrived and of the related answers.
3.3 MATERIALS REQUIRED AND DELIVERY
Materials shall be delivered within 5 p.m. on the 20 December 2006 at Office of the Protocol of the Comune di San Giuliano, corso V. Emanuele III n°183, 86040 San Giuliano di Puglia (CB). In case the delivery is in charge to a carrier (State Postal Service or authorised parcel service) the material shall anyhow reach the Protocol office within 5 p.m. on the 20 December 2006.
Since the participation to the competition is anonymous, a code made up of two letters and four numbers (Arabic numerals), chosen by the participant, shall be written outside the opaque and sealed parcel which will contain both the cover with the project documents and the envelop with the administrative documents. The parcel must report on its outside only the code chosen by the participant and the following heading: Concorso di progettazione per la realizzazione del "Parco della Memoria", Comune di San Giuliano di Puglia. Any indication that could reveal the identity of the participant must be omitted. If the postal office requires the indication of the address of the sender the address of the Bidding authority of the competition shall be indicated; in case of loss of the parcel the Bidding Authority will not accept any claim by the participants. The Bidding Authority does not assume any responsibility in case the parcel containing the documents of the competition arrives with expedition expenses chargeable to the receiver.
3.4 PROJECT DOCUMENTS
The two-letter and four-number code, chosen by the participant, will be reported outside the opaque and sealed cover, denominated "Elaborati di Progetto" which will contain inside:
- 2 Project boards in vertical A1 format, mounted on a light rigid support with a maximum thickness of 5 mm, which will contain at least the following documents, significant for the exposition and the organic comprehension of the project:
Board 1 - Complete plan of the park in scale 1:200 and at least 2 significant sections in scale 1:200;
Board 2 - At least 2 three-dimensional views (photomontages, renderings, photos of models, prospectives
) in free scale, the first bird's-eye of the whole park and the second man-high; diagrams and significant details in free scale which clearly locate the intervention within the area with the rests of the school, the spaces for meditation and prayer, and the commemorative work of art.
Every board will be marked, upside right, with the same code made up of two letters and four numbers, one centimetre high, chosen by the participant.
- 1 Bound album in A3 format that will contain maximum 6 sheets (printed on one side only) and 1 cover, the cover could, by choice of the participant, be used for the presentation.
The first two sheets will be dedicated to the reduction of the 2 tables A1, the following 3 sheets will be dedicated to the technical description of the project (including graphics and illustrations), the last sheet at the metric preliminary calculation which shall explicitly indicate the overall cost of realisation of the park as well as the presumed amounts for the yearly management and maintenance.
The album will be marked, in every sheet and on the cover, upside right, with the two-letter and four-number code chosen by the participant.
The choice of the graphic ways of presentation of the boards and of the album is free.
Supplementary or different materials are not admitted and are cause of exclusion.
3.5 ADMINISTRATIVE DOCUMENTS
The same two-letter and four-number code, chosen by the participant, will be applied on the outside of an A4 envelop, opaque and sealed, called "Documentazione Amministrativa" which will contain in the inside:
- Personal details of the design group leader and of the design group;
- Declaration of every participant (architect or civil environmental engineer) of the registration in the list or professional register of the country one belongs to;
- Declaration of every participant of respect of the conditions quoted in art. 2.5 (conditions of exclusion) and, in case of an employee working relation with Entities, Institutions or Public Administrations, letter of authorisation;
- Designation of the group leader signed by all the members of the group including eventual consultants and/or collaborators;
- Authorisation to exhibit and/or publish the project and mention the name of the designers, also if not winners (the lack of this authorisation is not a reason of exclusion from the competition).
- Cd-Rom with the texts of the technical description and of the preliminary metric calculation (in word format) and the two images of the design boards (in jpg format, resolution 300 dpi).
3.6 JURY
The jury is composed by 5 effective members and 3 temporary members. If one of the effective members is not available he/she will be immediately and definitely substituted by one of the temporary members. In the first meeting the jury will appoint its President.

The jury will conclude its works within 45 days from the date of delivery of the documents by the participants.
3.7 CRITERIA OF EVALUATION OF THE DESIGN PROPOSALS
The evaluation criteria and the relevant scores, to be awarded in all to every project, within a maximum of 100 points, are the following:
1- Connections with the town; design, enjoyability and durability of the public spaces - max 25 points;
2- Intervention on the area with the rests of the school (flooring & embankment) - max 20 points;
3- Definition of one or more spaces for the meditation and prayer - max 20 points;
4- Integration of the commemorative work of art of the victims - max 20 points;
5- Construction cost, presumed amounts for yearly management and maintenance - max 15 points;
Total score > max 100 points
The jury votes at simple majority on the base of the criteria and of the scores mentioned above.
In case of draw the President's jury vote prevails.
3.8 RESULTS OF THE COMPETITION
The names of the winner, of the awarded and mentioned projects, at disposal of all the participants, will be sent to the Consiglio Nazionale degli Architetti, Paesaggisti, Pianificatori e Conservatori, to the Consiglio Nazionale degli Ingegneri, and to the professional Orders competent on territory and will be published on the website of the competition.
3.9 PRICES AND COMMISSION
The jury will award one winner who will be assigned a prize of 25.000 Euro. The second prize is 15.000 Euro, and the third 10.000 Euro. A maximum of 5 honourable mentions will be awarded.
The jury cannot assign ex-aequo prizes.
The Bidding Authority must respect the jury's instructions.
The Municipality of San Giuliano di Puglia will assign to the winner the mandate for the realisation of the preliminary, definitive and executive design and the direction of the works. The first prize of 25.000 Euro is intended as advance for the work.
3.10 EXHIBITION AND PUBLICATION OF THE PROJECTS
The winning and awarded projects will be exhibited to the public in San Giuliano di Puglia and in Campobasso, they will be published on the web site of the competition and will be also the subject of a paper publication.
4. CHARACTERISTICS OF THE SITE AND REQUESTS OF THE CITIZENS
4.1 SAN GIULIANO DI PUGLIA
San Giuliano di Puglia (latitude 41°41'16"80 N - longitude 14°57'47"52 E) is a little village of about 1200 inhabitants which is about 41km far from the main city province of Campobasso. It was founded around the year 1000 in a panoramic position, on the crest of a hill. It is situated in the interior areas of the Molise at an altitude of 450-500m above the sea level and has a surface of 42sqkm. It enjoys a mild climate but sometimes in winter time it can become cold with possible snow and frosts. The yearly average of the minimum temperatures is about 10°C with peaks of -2°C in winter. The yearly average of the maximum temperatures is about 19°C with peaks of 32°C in summer. The yearly average rainfalls varies usually between 600 and 900mm.
Further to the earthquake of 2002 the majority of the buildings of the village were seriously damaged and the community had to move in the prefabs of the temporary settlement, at a few hundred meters of distance. The will, immediately expressed with determination by the inhabitants of San Giuliano, has been that of recovering as soon as possible the old town built-up centre, then, through a reconstruction plan of over 100 millions Euro, approved in 2004 and a series of necessary demolitions, the structure of the village is being reconsidered in order to let the inhabitants come back in the original settlement. After four years from the earthquake the first buildings are already available for the citizens, while the overall program of reconstruction will be ended by 2008. Today the village appears as a great yard with tens of restoration and reconstruction works under way, which will bring back life in San Giuliano.
4.2 MEMORY PARK AND MEMORY DAY
The block to be designed, of trapezoidal form, is characterised by a series of drops which measure from about 460m asl to 475m asl, is delimited North by the ex S.P. 40 Adriatic, Est by the via Giovanni XXIII, South by via Cardarelli and West by corso Vittorio Emanuele III.
The area of about 5.000sqm is now at disposal further to the demolition of some buildings seriously damaged by the earthquake. The site, which will be at disposal for the realisation of the Parco della Memoria during the year 2007 (the last demolitions of the gymnasium and of a part of the school are under way), represents a unique opportunity to offer to the centre of the new village a meeting place, for socialisation, meditation and prayer. A particular attention shall be given to the accesses from the neighbouring streets, via Giovanni XXIII and corso Vittorio Emanuele III, and to the free enjoiability of the public space, for this reason barriers or fencings to delimit the park area are not foreseen.
Three elements will be fundamental to preserve the memory of the tragic event: the conservation of the embankment with the relevant containing walls and the rests of the flooring of the school Francesco Iovine, the creation of one or more spaces dedicated to the meditation and prayer, the integration in the project of a work of art commemorative of the victims.
The memory day, dedicated to the victims of San Giuliano, has been decided by the Regional Assembly of the Molise on proposal of the Mayor Luigi Barbieri not to forget the 31st October 2002. These words of the First citizen to explain the reasons: "the memory cult, which will be refreshed with a monument to be created on the place of the collapse of the school, will be useful to remember how fundamental are the safeness and the wellness of people and of our children who represent the future of our country". The celebration of the memory day, as moment of memory of one's relatives and projection towards the future, will be able to provide further ideas for the design of the spaces and significant elements of the park.
4.3 AREA WITH THE RESTS OF THE IOVINE SCHOOL
Within the area of the Parco della Memoria, for express will of the citizens of San Giuliano and the association of the victims, the about 450 square meters of the flooring of the primary school Francesco Iovine, which are founded on the embankment delimited by stone walls, shall be left in the original position. This is the area where the lifeless bodies of the 27 children and of the teacher were recuperated and will deserve then a particular attention by the designers in order to preserve the sacredness of the place. In the memory day this area can be part of the celebrations of the community and of the common prayer.
4.4 SPACES FOR MEDITATION AND PRAYER
Within the area of the Parco della Memoria, for express will of the citizens of San Giuliano and the association of the victims, one or more spaces, freely located, shall be created, they can be clearly identified as dedicated to individual meditation and prayer. In the memory day these spaces can be part of the celebrations of the community and of the common prayer.
4.5 COMMEMORATIVE WORK OF ART
Within the area of the Parco della Memoria, for express will of the citizens of San Giuliano and the association of the victims, a commemorative work of art shall be integrated, freely located, which can become at the same time a symbol and a moment of aggregation between the relatives of the victims, the citizens and the occasional visitors. The work of art, characterized with extreme simplicity and sobriety, could be realised with any material and technique. In the memory day the work can be part of the celebrations of the community and of the common prayer.
4.6 FINANCING AND TIMES FOR THE REALISATION
The maximum cost, including everything, for the realisation of the Parco della Memoria must not overcome 1 million Euro. This amount includes all the security systems, the systems of watering and lighting as well as the buying of all the materials, the botanical essences, the elements and the furniture necessary to the best realisation of the project.
The integral financing for the realisation, as quoted in the General Program of the infrastructural works of the Reconstruction Plan of the San Giuliano di Puglia Municipality, will be at disposal during the year 2007. Within 2 years from the assignment of the mandate of design to the winner of the competition it is scheduled the inauguration of the Park which could possibly occur in coincidence with the celebrations of the memory day, on the 31st October 2008.
4.7 PUBLIC PARTICIPATION TO THE CONTENTS OF THE COMPETITION BRIEF
After a preliminary meeting in Rome at the premises of the National Council of Architects PPC with the Mayor, the President of the association of the victims and the representatives of the Order of Architects PPC of the Province of Campobasso, a second meeting was organised with the Administration of San Giuliano and some representatives of the association of the victims in the town hall, during this meeting the aims of the present competition notice were defined and developed. On the Mayor's proposal it has been indeed decided to include in the jury a delegate of the association of the victims.
5. PUBLICATION OF THE PROJECTS
The Bidding Authority keeps the full property of the documents provided by the participants to the competition, according to the law provisions regarding the copyright, reserving the faculty of exhibiting and publishing the projects presented, and the authors could not claim rights.
6. ACCEPTATION OF THE REGULATION
Participating to the competition the competitors accept all the clauses of the competition notice. Every exception to the regulation shall be notified by the technical commission and presented for an evaluation of the jury. The jury will be responsible of the eventual exclusion of a competitor.
7. TRANSPORTATION AND INSURANCE
The participants to the competition will have in charge the expedition expenses and, in case they want, those for the insurance of the documents. The Bidding Authority declines every responsibility exceeding the period of custody of the projects (12 months from the conclusion of the jury's work).
8. CONTROVERSIES
Outside the special regulation of the present competition notice one has to refer to the recommendations relating the international competitions of architecture and urban planning, approved by the UNESCO General Conference in 1978. In case eventual controversies which cannot be resolved friendly the competence will be of the tribunal of Campobasso.
